● 1) CHAMPIONSHIP STRUCTURE

1.1 The Formula Europe Champions League 2019 will start on May the 6th and will finish June 21th. (3 weeks for the qualifying phase , 1 week for Knockout and 3 weeks for the finals)

1.2 The tournament will consist of three phases: Qualification Phase, Knockout phase and Finals.

1.3 In each race of the Championship the participant teams will have to deploy three or four representatives and an eligible substitute (depending on the tournament phase).Team Captains will announce the three drivers using the official thread of the race on the forum, not later than 20.00m CET of the race day.


1.3.1 Qualification Phase (QP)
In this phase the teams will be divided into 3 groups (A-B-C). 4 teams for each group.
For each group there will be one seed, according to the finals standing of the last FE championship. (Formula Motorsport Drivers , Formula Italian Team and Formula Nation)
For each group there will be 3 races, 2 on 50% distance anche the last one on 100%.

Each team can deploy a maximum of 4 drivers for each race.


QUALIFICATION GROUPS COMPOSITION

Group A - Races on Monday
Group B - Races on Tuesday
Group C - Races on Wednesday

Teams and seeds are going to be assigned ,through random extraction, to the various groups using www.randomlists.com/team-generator

The first teams of each group that will have the most points at the end of the qualification phase teams will advance to the Finals.In case that teams are tied on points the number of victories will be used as tie break. In case that even victories are tie the number of 2nd places will be used as tie break, and so on.


1.3.2 Knockout phase
The 2nd classified teams will compete in 2 knockout races (one on 50% distance and the other one on 100% distance).

Each team can deploy a maximum of 4 drivers for each race.

The 2 teams that will achieve most point within these two races will advance to the finals. In case that teams are tied on points the number of victories will be used as tie break. In case that even victories are tie the number of 2nd places will be used as tie break, and so on.



1.3.3 Finals
The 5 qualified teams will compete against each other in 6 race. 4 races will be on 100% distance, 2 race on 50%.

Each team can deploy a maximum of 3 drivers for each race.

The team that will have the most point at the end of these 6 races will be declared the 2019 Formula Europe Champion. In case that teams are tied on points the number of victories in the finals will be used as tie break. In case that even victories are tie the number of 2nd places in the finals will be used as tie break, and so on.


● 2) CALENDAR AND SCHEDULES

2.1
Qualification Phase
Race 1 Australia (50%): 6-7-8 May
Race 2 Azerbaijan (50%): 13-14-15 May
Race 3 Belgium (100%): 20-21-22 May


The first teams of each group that will have the most points at the end of the qualification phase teams will advance to the Finals. The 2nd classified teams will compete in 2 knockout races.

Race 1 Spain (50%): 27 May
Race 2 Bahrain (100%): 29 May


The 2 teams that will achieve most point within these two races will advance to the finals. In case that teams are tied on points the number of victories will be used as tie break. In case that even victories are tie the number of 2nd places will be used as tie break, and so on.
The 5 qualified teams will compete against each other in 6 races.

2.2 Drivers must be online on PSN by 20.50 CET and wait for the host to invite them in the lobby. Races will start not later than 21.05 CET. The drivers who are not online at that time will be invited anyway by the host and they will be able to join the lobby during the qualifying session (entering the lobby the driver can not anyway take part in the qualifying session, but point 10.2 of the regulation will be applied. The lobby will then be recreated at the end of the qualification and the late driver will start in last place).

● 4) SCORE SYSTEM

4.1 In the knockout races points will be awarded to the first 12 drivers who completed at least the 90%+1 of the race length, as follows:

25-20-16-13-11-9-7-5-4-3-2-1

In the Qualification phase and Finals points will be awarded to the first 15 drivers who’ve completed at least the 90%+1 laps of the race length, as follows:

25-20-16-13-11-10-9-8-7-6-5-4-3-2-1


4.2 Team standings will be defined by adding up the points of each team's drivers.


● 5) CARS

5.1 At the beginning of each phase of the championship every team will have to choose two cars to race with according to point 5.2 (below).

5.2 The first choice will be given to the defending champion team, second choice will go to the last year runner up and so on. The other teams, as they didn’t participate to the previous edition of the Formula Europe Championship, will have the right to make their choices basing on their registration order to the current championship.


● 6) ROSTERS

6.1 Every team must deliver a roster, composed by a suggested minimum of 9 drivers, who will compete in the championship, publishing it in THIS thread within April 14 at 23.59. They have to indicate NAME, SURNAME and PSN ID of each one of them. This roster can’t be changed for the whole duration of the championship and there’s no limit to the number of drivers the roster can contain. Only the drivers in the rosters will be allowed to race during the competition.

6.2 Teams not registered by the deadline will be excluded from the championship.

6.3 Drivers are not allowed to race for more than one team during the whole championship season.

6.4 During the whole competition, every driver can’t race for more than 2 races in a row, regardless of whether the team progresses to either knockout or Final phase.

6.5 Each driver of the roster will have 3 tokens to use during the entire championship. Each token will give to the driver the opportunity to take part in a race. If a driver has zero tokens, he can’t race anymore for the rest of the championship.

6.5.1 For the first phase of the tournament every team will have 3 additional tokens to be used exclusively for the qualification phase. These tokens can be assigned to any driver of the roster.

6.5.2 Taking part in the Knockout phase will not cost any token to each team’s driver.

6.6 All team can find the updated situation of each team tokens in the apposite thread (COMING)

6.7 If the staff detects anomalies in a team's roster, that team may incur in a disqualification from the championship.


● 7) DRIVER SUBSTITUTIONS AND TEAM RETREATS

7.1 Registered teams are not allowed to retire from the championship. Regardless of the motivation, disciplinary measures will be taken.

7.2 If a driver (previously indicated in the line-up for the race) could not run for an unexpected event, the relative team captain must communicate the substitution in the forum's race thread, not later than 20.00 CET of the race day. Otherwise the team will race without one of their drivers.

7.3 Every communication of a substitution made via social network, private message (Whatsapp, telegram, ecc.) or any other that is not the forum's race thread will not be considered by the stewards, and disciplinary measures will be taken.


8) TRACKS LIMITS

8.1 Drivers must use the track within his limits by stay with at least 2 wheels on the track (white lines included).In the event that the race directors may notice that driver have gain advantage by exceeding track limits (they will evaluate entrance speed, middle corner speed and exit speed) ,that will be counted by race director as a warning.

8.2 Race Directors may give drivers penalties for corner cutting or exceeding track limits (8.1) following this system:
0-3 warnings: No further action
4-7 warnings: 7 seconds time penalty
8-11 warnings: 15 seconds time penalty
12+ warnings: Disqualification from the race

8.2.2 No penalties will be given for cuts already noticed by the game.

8.3 After the end of the race the Race Director will post the race report in the thread of the race. The race laps requested in it must be posted in the race thread by the relative drivers not later than 48 hours after the end of the race (not later than 23.59 CET) in order to check if they took any advantage or not.

8.4 If a driver notices that he took advantage by exceeding track limits (and the game didn’t gave him any warning) he can demonstrate he didn’t gain any advantage by releasing the throttle pedal completely for a reasonable time,according to the advantage he took for exceeding the track limits. That must be done within the first straight after the corner (or series of corners).The throttle bar of the HUD will be used as reference. The Race Directors will evaluate, by checking the requested laps (8.3), if driver have take an advantage or not. Be aware that this procedure must be done only in safety conditions , in order to don’t create any dangerous situation for the other driver on track.


● 9) QUALIFYING'S LAPS VIDEOS

9.1 At the end of the race the qualifying laps of the 2 fastest driver of each team will be requested by the race directors to check them out. A qualifying lap will be requested only if the driver has completed the 90%+1 laps of the race distance. The requested video must be posted not later than 48 hours after the end of the race (not later than 23.59 CET).
The video must be the one that give the driver his spot on the grid and must include the last corner of his out lap. Drivers shall post their qualifying video by using this FORM .

9.2 The missed or incomplete publication of the requested videos will result in the attribution of a penalty (see chapter 11).

9.3 If a driver set 2 equal times in qualifying he must post the first one set, otherwise the lap will not be considered.


● 10) RETREATS AND DISCONNECTIONS

10.1 It’s not allowed to voluntarily destroy the car or retire during the qualifying session. Race directors will ask the video of the driver retirement in order to check if he do it on purpose (the requested video must be posted not later than 24 hours after the end of the race,23.59 CET) . Breaching of this article will be penalized as indicated on article 11.3l.

10.2 The driver/drivers which lost connection with the lobby during the qualifying session must wait the end of it to rejoin as a new session will be created. They’ll be invited by the host in a new lobby in which the starting grid will be resumed by using the grid editor. The grid order will be the same of the results of the previous qualifying session, exception made for the ones who lost their connection with the lobby who will start from the bottom of the grid. The rule that impose to the first 10 driver to start with the same compound on which they set their best time in qualifying will still be mandatory.
The weather of the new lobby will be set on “dynamic”.
A driver who lost the connection several times may be subject of sanction by the race directors.

10.3 Drivers who lost connection to the lobby and rejoin it within the end of the race, that might suffer any desync of their point of view compared to the others, can prove it by posting the evidence in the race thread on the forum. Race directors will then evaluate if the final standings need any modification.

10.4 A driver that have completed at least the 90%+1 laps of the race distance will be anyway considered in the final standings.

10.5 It is forbidden , for drivers who got retired from the race , to rejoin the session after they left it. Race directors will proceed with a warning for the first time, then with the attribution of 1 penalty points on team license.


● 11) LICENSES - PENALTIES - DISPUTES

11.1 Every team that registered to the championship will have 12 license points. They can check them in THIS topic.

11.2 License points are going to be delivered to the teams as it follows:
12 Points for the Qualification Phase and Knockout phase
+5 points to the 5 teams who’ll qualify for the final


11.3 The race directors shall have the possibility to inflict penalties on team licenses following those cases:

11.3a Major accident - 3 points + time penalty (11.5)
11.3b Collision in the first lap -2 points + time penalty (11.5)
11.3c Repeated collisions and accidents in the same race - 3 points
11.3d Deliberately unsportsmanlike conduct - (from 2 to 17) points
11.3e Failure in publish the qualifying lap - 1 point + 8 seconds time penalty on 50% distance or 15 seconds time penalty on 100% distance
11.3f Incomplete recording of the qualifying lap - 6 seconds time penalty on 50% distance or 12 seconds time penalty on 100% distance
11.3g Corner cut in qualifying best lap - 1 point + time penalty (11.5)
11.3h Unjustified absence - 1 points
11.3i Active and persistent use (when not allowed) of the headset in the lobby -1 point
11.3l Voluntarily retiring during qualifying session (1st time - warning , 2nd time - 1 point , 3rd time - 2 points , and so on)

11.3.1 During the duration of a GP it will not be possible to receive more than one penalty in total for the items (10.3a-b-c).

Penalty (remaining License points)
-7 points: 5 seconds will be added to the final race time of each driver of the team on the next GP (10 seconds if it’s a 100% race)
-5 points: 10 seconds will be added to the final race time of each driver of the team on the next GP (20 seconds if it’s a 100% race)
3 points: each driver of the team will start from the bottom of the grid
0 points: the team will incur in a disqualification from the championship

11.4 DANGEROUS DRIVING: A driver may be penalized with a time penalty for dangerous driving for any type of voluntary maneuver, impropriety or accident, that could seriously endanger the safety of another driver's car, such as double trajectory changes, forcing a driver off the track, overtaking out of the track limits or hinder a driver by clearly slowing him down.

11.5 Time penalties will be divided into the following bands:
6-9-12-18-25 seconds for the 100% distance races
3-6-9-12-15 seconds for the 50% distance races.

11.6 If a driver receives a penalty but does not complete the race, the penalty will automatically mutate to a loss of 1 points on the team's licence (not in case that rules 11.3 a-b-c are applied).

11.7 Penalties 11.3a, 11.3b, 11.3c, 11.4, 11.12, 14.4 will only be discussed by the race direction following an official claim.

11.8 The claims must be opened by using of THIS form within 24 hours from the end of the race (within 23.59 CET). The drivers called into question (and/or not), can enter their point of view by selecting the dispute in THIS form and clicking on "Provide your video", within 48 hours from the end of the race (within 23.59 CET).

11.9 Anyone who commits an infraction and push another driver out of track, is not required to wait for him to rejoin because he can anyway be penalized at the end of the race if a claim is opened by the other driver/s.

11.10 It is possible to open a claim contesting the attribution of a penalty given by the game and that is deemed unfair. This must be done by choosing "GAME" as guilty and providing a valid explanation in the description, in addition to the clarifier video. The race director will assess to confirm the penalty received from the game or not. Game penalties generated by warnings for generic corner cutting and by stop & go will not be removed.

11.11 Following a claim, possible assumptions of guilt by drivers may be taken into account when deciding on possible penalties, but "penalty discounts" are not to be considered automatic.

11.12 During the warm up it is forbidden to retire or have a dangerous conduct (see 11.4), in case of contacts between 2 or more cars. The driver can be penalized only if a claim is opened by the other driver/s.


11.13 For videos that exceed 2 minutes in length , while opening a claim , it is mandatory for everyone to indicate the exact point of the video where the episode happened (they can find the “Minute” option in the claim form). Otherwise the user will incur in a warning first and then in penalty points on team license in case of recidivism. If the user post a wrong video for a claim , this one will not be considered valid by the staff and , therefore , will not be evaluated.

That said, we invite drivers to use claims responsibly.



● 12) OVERTAKES

12.1 Before carrying out an overtaking maneuver, a driver HAVE TO be sure of being able to make the corner, leaving enough space to the car next to him and staying in the track limits, and that he has AT LEAST the two front wheels aligned with the rear wheels of the car in front when that car ahead is beginning to approach the corner.

12.2 As indicated in point 11.4, drivers must guarantee safety towards nearby vehicles, avoiding dangerous driving.

12.3 While overtaking , exiting and than returning into the slipstream of the car ahead may cause lag contact between the cars and that may compromise the race of one or more drivers that are involved (Take a look at these videos for some examples ).
That said , we advise the partecipants that , in case of dangerous maneuvers that may lead to those kind of contacts , the race direction may consider the episode as punishable. These episodes may be be evaluated by the race direction only after a claim has been opened.
With that we don’t want to force drivers to don’t risk any overtake, the’re free to choose what is best for them , but we want to inform them of this problem ,so they can pay the utmost attention in order to avoid regrettable episodes.


● 13) LAG AND CONNECTION ERRORS


13.1 If the Race Director (the reference figure for each driver in the lobby during the event) notices lag problems of one or more drivers he has the undisputed faculty of ask the driver to let the other drivers next to him go leaving between him and them a margin of at least a couple of seconds. This in order to prevent him from damaging other drivers race.
Therefore if a driver receive a “Lag” message from the Race Director he must leave the racing line , giving room to the upcoming drivers in order to don’t damage their race.

In case of persistent lag problems of a driver, the Race Director will send him a “Retire.Lag” message. Driver who receives this message must close the game and leave the session without retiring.

Every violation of what indicated above may lead the driver (and his team) to severe penalties, depending by the severity of the episode he’s been involved in.

13.2 In case of multiple disconnections (at least 5 or more between drivers, host and marshalls) occurred, the procedure to be applied will be the one described in points 13.2.1, 13.2.2 and 13.2.3.

13.2.1 Qualifying Session
If a major issue happen in the first 9 minutes: lobby will be recreated with a short qualifying session.
If a major issue happen after the first 9 minutes: lobby will be recreated with a one shot qualifying session.

13.2.2
If the game get stucked while the loading between qualifying and race session the lobby will be recreated only for the race session. The starting grid will be the one established by qualifying session, and there will be the obligation to keep the same qualification tyre compound for the first 10 qualified on the grid.


13.2.3 Race Session (50% race distance)
If the problem occurs before the driver in the lead has completed the 25% of the race distance the race will be restarted on his full distance. The starting grid will be the one established by qualifying session, and there will be the obligation to keep the same qualification tyre compound for the first 10 qualified on the grid.
If the problem occurs between the 26% and the 75% the race will not be restarted and drivers will earn half points. The final standings will be established accordingly to point 13.4.
If the the problem occurs after 75% of laps are completed, race will not be restarted and drivers will earn full points. The final standings will be established accordingly to point 13.4.


13.2.4 Race Session (100% race distance)
If the problem occurs before the driver in the lead has completed the 25% of the race distance the race will be restarted on his full distance. The starting grid will be the one established by qualifying session, and there will be the obligation to keep the same qualification tyre compound for the first 10 qualified on the grid.
If the problem occurs between the 26% and the 60% of the race distance the race will be restarted with half of the laps (50% distance). The starting grid will be established accordingly to point 13.4. In this case drivers are free to chose any tyre compound they want before the start.
If the problem occurs between the 61% and the 75% of laps completed the race will not be restarted and drivers will earn half points. The final standings will be established accordingly to point 13.4.
If the the problem occurs after 75% of laps are completed, race will not be restarted and drivers will earn full points. The final standings will be established accordingly to point 13.4.

13.3 In any case of race session restart, the starting grid will be formed by using the grid editor. Penalties given by the game will be reset, while those of the race director will still counts (referred to possible laps requests for exceeding track limits). Drivers are allowed to open claims for episodes happened during the first part of the race (the one before the restart) only if the problem which caused the restart occured after the 25% of the race (since episodes influenced restart positions).

13.4 In case of problems during the race that compromise it to the point of causing his suspension, the rankings shown by the game when the driver in first position finishes the last valid lap before the problem occurs will be used as official. This in order to faithfully reconstruct the order of arrival (or the new order of restart in case of a session recreated at 50% of original distance).

13.5 In case of major issues (caused by PSN, drivers connections and so on) that makes impossible to create the lobby or that may compromise the regular progress of the race, the Race Director has full right to:
stop the race at any time and decide to restart it following the procedures listed in the previous articles.
delay the race and recover it as soon as it’s possible if unable to create (or recreate) a lobby before the 22.00 CET.

13.6 The staff recommend drivers to follow these points in order to have the best conditions for their connection with the race lobby:
Have their console connected via Ethernet
Use NAT2 configuration
Don’t have other devices connected to their modem during the race






● 14) GENERAL RULES OF CONDUCT

14.1 In races’ starting phases the drivers are invited to stay calm and avoid dangerous behaviours as the race that awaits them is fairly long. They will certainly have other opportunities to try an overtake.

14.2 During the excited phases of the race each driver is invited to avoid forced attacks, in order not to cause damage to themselves and / or to other drivers on the track (see rule 11.4).

14.3 After a runway exit, the driver is allowed to rejoin the track only in conditions of complete safety.

14.4 In qualifying the drivers in their out lap or cool down lap must not obstruct the drivers that are on their fast lap, so we invite everyone to pay the necessary attention (see rule 10.4). A claim can also be opened In the event that drivers in their in/out lap may pause their game and their car may cause damage to other drivers on track.

14.5 During the lapping phase, each driver must realize if a faster car is coming, turning behind him with the rear camera and moving out of the way, making it clear to those who are coming that he is leaving the space to be overtaken.

14.6 Lapping procedure must be carried out at the most appropriate moment and place. It is not allowed in any way by those who are coming to hit the lapped car from behind or advertise them by using their microphone in the lobby.

14.7 When they enter the lobby, all drivers must have the microphone turned on to verify their identity. During the loading phases of qualifying session, the drivers will necessarily have to turn off the microphones. Otherwise, and unless communications are for communicating lag problems, any other voice intervention will be penalized (see article Licenses), if this is repeated it will lead to disciplinary measures.

14.8 Any other behavior not contemplated above that deviates from the healthy competition and sportiness that each of us must put in place to play ONLINE with other people will not be allowed. So RESPECT!

I just want it to say that live draw was really bad. There was a mistake spot straight after where Teritorio been put to the wrong spot and Formula Championship was deleted from basket but no one react. Then group was draw two times before team was actually applied. That should not happen.

I'm saying this not because my league has been drew with Italian Championship holder lol, but just because create a confusion and not understanding.in whole quali stage on stream.

Please consider that for future reference and lets play on!!!

Yes , they've noticed that. It was a shame but they're going to redone the whole draft to avoid any kind of problem. Hoping that this time nothing is going to happen.:silly:
